Despite much hype and raised expectations, the series of tripartite meetings over the autumn produced neither a consensus nor substantial reform. This is the second time in 18 months that the government was forced to act alone, but chose only to take small steps. With the indexation proposals running until the 2014 general election, there is little prospect of much change before then.
