Substitution of hazardous chemicals is a fundamental measure to reduce risks to human health and the environment. Policy instruments are therefore a major driver for substitution and consequently impact innovativeness of industry. The European Union has modernised its chemicals legislation and introduced new principles, strongly emphasising the substitution of chemicals with severe intrinsic properties by restricting their use or phasing out. Consequently, companies, especially small and medium-sized, face several challenges when considering substitution of chemicals which they use and which play a key role in their product or process and thus in business and competitiveness. However, anticipation of regulatory constraints as competitive advantage may allow for regulation-driven innovation.
